The Parliament House is located centrally in the Heritage City Master plan
in close relationship to the adjacent office buildings. To maintain the
functional relationship the building extends its two wings toward these
buildings while pulling the entrance back from the road to create a formal
arrival court, an important gesture for a civic building that must dignify
the arrival not only of all citizens but also of visiting dignitaries and
heads of state.
Taking advantage of the topography the entrance is raised a full level
above the road, allowing for a prominent plinth, or base, finished in a
pale, softly colored granite, and a gently rising driveway to the formal
entrance. In some design options this classic use of stone extends up to
include the Ground Floor, anchoring the entirely modern glass and white
aluminum clad structure above.
