Studying the available literature, having meetings and discussions with the relevant Ministries and Institutes, which was completed by visual observation at different relevant locations around the island, an inventory could be made of the existing situation i.e. the natural system prevailing at Tarawa.

Having obtained a clear understanding of the natural system the effects of human interference on the fragile system prevailing at Tarawa were identified.

    Thus a sound foundation was formed for developing philosophy on how to deal with and possibly counter the effects of rising sea levels, worsening storms, coastal erosion, and morphological and ecological changes.
